Grundnorm The entire Pure Theory of law is based upon “ Grundnorm”. Grundnorm is the initial proposition which the whole system rests upon. Hans Kelsen was a European legal philosopher and teacher who emigrated to the United States in 1940 after leaving Nazi Germany.
